Re: [whatwg/fullscreen] Clarification for Accessibility requested (#197)

Nobody has responded on this, I have to think that the specification should say if Chrome's behavior is correct- how the backdrop should appear in the accessibility tree as it has tremendous impact on the potential use of this spec when serving users with accessibility issued.
