Re: [w3c/uievents] Consider splitting the spec into smaller specifications (Issue #369)

The split files are as follows:

* [Composition Events](https://w3c.github.io/uievents/split/composition-events.html)
* [Focus Events](https://w3c.github.io/uievents/split/focus-events.html)
* [Input Events](https://w3c.github.io/uievents/split/input-events.html) - (not to be confused with [Input Events Level 2](https://www.w3.org/TR/input-events-2/))
* [Keyboard Events](https://w3c.github.io/uievents/split/keyboard-events.html)
* [Mouse Events](https://w3c.github.io/uievents/split/mouse-events.html)
* [Wheel Events](https://w3c.github.io/uievents/split/wheel-events.html)

Again, these are based on an out-of-date spec so please review the overall structure of the split and whether or not something belongs in one place or another (or not at all). The spec will be re-split once we agree on the general approach.
