Re: [w3ctag/design-reviews] `prefers-reduced-data` CSS Media Query (Issue #705)

Working group issue was [raised](https://github.com/w3c/csswg-drafts/issues/9475) and [comments](https://github.com/w3c/csswg-drafts/issues/9475#issuecomment-1876137048) led to a bit of [prose added to the spec](https://github.com/w3c/csswg-drafts/commit/4a267c8eaaa8505d8868b49efd31ffec8d4622a1). The added note speaks to the User Agent's freedom to handle toggling cases with their own discretion, while also supplying 2 scenarios to help inform their implementation and user centered consideration.
