Re: [w3ctag/design-reviews] Early design review: Document Picture-in-Picture (Issue #798)

@domenic There reason I was asking is that there are three potential design directions here:

1. Design this as an entirely orthogonal feature (current direction)
2. Design this as additional configuration for `window.open()`
3. Design this as an abstraction using `window.open()` as lower-level functionality.

I just wanted to make sure all avenues relating this to an existing web platform primitive have been explored before introducing a new one.
