Re: [WICG/webcomponents] "open-stylable" Shadow Roots (#909)

@knowler I really think you're onto something here. Setting aside the technical feasibility of how this might work in engines, from an authoring standpoint it really makes sense to leverage cascade layers for "opt-in" of shadow roots into specific global contexts. This feels much more in keeping with the spirit of encapsulation principles — perhaps we could call it progressive encapsulation? (or more accurately, progressive decapsulation? 😂)
