Re: [w3c/manifest] Ability to dynamically change app icon (#663)

An as a counter, it's important to think about how it could be abused! We need to make whatever solution as abuse proof as possible. So, a one time permission, for instance, won't cut it! Because the first update could good 👼... and the subsequent one without user consent could be 👹.
