[w3c/permissions] Editorial: Use `object` for PermissionSetParameters.descriptor (PR #444)

And also fixes rootDesc.name use. This touches IDL but should still be editorial as it shouldn't affect the resulting behavior. (Failing to convert `descriptor` would throw at a later step but this shouldn't matter as all error types are same.)
