Re: [w3ctag/design-reviews] Mirror design reviews to a private discussion repository (PR #987)

Thanks for starting this effort! I’ve often said GitHub should have private comments viewable only to collaborators, so that this kind of brainstorming is possible. 

One issue with cloning issues: often the OP replies, and we'll miss that context, but also cloning every comment into the thread could add noise. Perhaps they could be cloned into the OP, broken with horizontal rules and with links to the actual comments?
