Re: [w3ctag/design-reviews] text-wrap: pretty (Issue #864)

I've filed https://github.com/w3c/csswg-drafts/issues/10785 to encourage the CSSWG to discuss the naming question. My sense from the discussion today was that the TAG will accept the CSSWG's expertise on this issue, as long as they've actually considered it. I also got the sense that including hyphenation in `text-wrap: pretty`'s behavior (as Chrome has now) is sufficient to avoid the concern that this property will be used as a way to just control orphans, especially given the [evidence](https://github.com/w3c/csswg-drafts/issues/3473#issuecomment-2032718416) that at least some authors do notice the change in hyphenation behavior.
