The animation state is preserved. It does not act as if the node were removed and then inserted back. Spec'ing this is one of the tasks we've added to the list in the base PR (https://github.com/whatwg/dom/pull/1307), and we also have WPTs for this: https://github.com/web-platform-tests/wpt/tree/master/dom/nodes/moveBefore/tentative
