Re: [w3c/pointerlock] Section 2.1 should mention the effect of lock on PointerEvents (Issue #97)

FYI: [This test (for Pointer Events)](https://github.com/web-platform-tests/wpt/blob/ad7e196b122827421b84dca83cda6d69e64eef41/pointerevents/pointerevent_capture_suppressing_mouse.html#L173-L181) expects that `lostpointercapture`, `pointerout` and `pointerleave` are fired on the capturing element before the pointer lock and `pointerover` and `pointerenter` are fired on the pointer locking element.
