Re: [w3c/push-api] userVisibleOnly should be standardized to match browser behaviour (#313)

I came across the post I linked and this issue while trying to find the details about the implications of `userVisibleOnly` and if any form of silent push is possible. Since this issue concerns matching browser behavior, having some references for the current behaviors seemed helpful. The discussion I linked to, also seems to answer the question asked in https://github.com/w3c/push-api/issues/339. That issue also references a paragraph on MDN mentioning Firefox using a quota-based approach. Is there a good reference documenting the current behavior across all the major browsers?
