Re: [whatwg/fetch] [render-blocking] The links of "render-blocking" in fetch are vague (Issue #1746)

It's supposed to be used in [PerformanceResourceTiming](https://w3c.github.io/resource-timing/#dom-renderblockingstatustype), but the interlinks seem missing.
