Re: [w3c/clipboard-apis] Optional data types description seems wrong (Issue #200)

@annevk Thank you for looking into it! I was following the [existing algorithms in the spec ](https://w3c.github.io/clipboard-apis/#ref-for-mandatory-data-types%E2%91%A2)for MIME type checking, but is there a better way to write that comparison in spec language terms?
