Re: [w3c/manifest] Ability to dynamically change app icon (#663)

There are cases where an application may offer the user the option to update the icon, but without requiring an entire manifest update. 

Otherwise, it would mean that a site would need to track/generate specific versions of a manifest for each user. I'm wondering if it should be possible to somehow update an icon dynamically without needing to update the manifest itself?
