On fetch.bs:

According to https://github.com/WICG/pending-beacon/issues/57, we should also mention the CSP rule that govern `fetchLater()`.

I think we should add `fetchLater()` into the `connect-src` row of [this table](https://whatpr.org/fetch/1647.html#concept-request-destination), along with `navigator.sendBeacon()` and `fetch()`.
