Re: [whatwg/fetch] HTTPS upgrades proposal (PR #1655)

I noticed that some redirects are implicitly addressed by virtue of layering the algorithm relatively high in the calling chain.

Not sure if it's too verbose to address this explicitly in the spec (looking at Fetch maintainers for this question). Either way, I'd strongly suggest adding more wpt for the cases that arise when following redirects.
