You need to define what you mean by "upgrade". Both the previous step and the next step link off to other documents that walk through step by step (e.g. https://w3c.github.io/webappsec-mixed-content/#upgrade-algorithm).

Would it be appropriate for this entire step to be part of the mixed content upgrade step, for instance? I'm assuming the IP address caveat applies here as well?
