[whatwg/encoding] Preface punctuation (Issue #304)

The preface currently says:

```
Therefore for new protocols and formats, as well as existing formats deployed in new contexts, this specification requires (and defines) the UTF-8 encoding...
```

A minimal change would be add a comma after "Therefore", so the preposition reads correctly. But I think the best fix would be to delete "Therefore". The text would then be:

```
For new protocols and formats, as well as existing formats deployed in new contexts, this specification requires (and defines) the UTF-8 encoding...
```
