[WICG/webcomponents] DOM Parts Proposal Additions (PR #1015)

1. Split the DOM parts proposal into motivation, imperative, and declarative pages to make it easier to read.
2. Add more options for existing imperative questions
3. Add more questions for imperative proposal.
