Re: [whatwg/url] Add value argument to URLSearchParams's has() and delete() (PR #735)

It's better at first to check the web compatibility of this. Most likely, someone already used it with extra arguments that were ignored, like passing to `forEach`.
```js
array.forEach(params.delete, params);
```
