Not sure when this was added, but chrome://flags/ has > Enable PWA install update dialog for icon changes > Enable a confirmation dialog that shows up when a PWA changes its icon – Mac, Windows, Linux, ChromeOS, Android, Fuchsia, Lacros > > [#pwa-update-dialog-for-icon](chrome://flags/#pwa-update-dialog-for-icon) Which is disabled by default.
