[w3c/clipboard-apis] References to permissions (Issue #205)

* In the algorithm to [check clipboard read permission](https://www.w3.org/TR/clipboard-apis/#check-clipboard-read-permission), there is no reference to any [permission](https://www.w3.org/TR/permissions/#dfn-permission) and to avoid confusion the word "permission" should probably not be used in some generic sense.
* There is text that says "clipboard-write was removed" and yet there are still many references to "clipboard-write". Also the [linked PR](https://github.com/w3c/clipboard-apis/pull/164) doesn't seem to have landed.
