There are some similarities between the HTML Rewriter and the DOMTreeConstruction class.  But I think the HTML Rewriter API provides an extra ability to filter nodes based on a subset of css matching, which seems quite useful.  Not sure if I should open a separate issue to proposal the HTML Rewriter?  (I don't want to be accused of spamming by opening duplicates).
