[w3ctag/design-reviews] Early Design Review: Page Unload Beacon API (Issue #776)

I'm requesting a TAG review of Page Unload Beacon API.

This is a proposal for [Page Unload Beacon API](https://github.com/WICG/unload-beacon/blob/main/README.md). It is a system for sending beacons when pages are discarded, that uses a stateful API rather than having developers explicitly send beacons themselves.
