Essentially it's hard for a browser to tell whether an icon change is intentional or not, we don't want to spam users with negligible or unintentional icon change confirmation prompts so we're considering ways for the developer to declare updates to icons explicitly.

This was recently discussed at TPAC. @christianliebel @dmurph
