https://w3c.github.io/webcomponents/spec/shadow/#event-dispatch, referenced from https://github.com/web-platform-tests/wpt/blob/44ae1c47d984e7e0895f15be90094477783c6fba/shadow-dom/MouseEvent-prototype-offsetX-offsetY.html, returns 404.

In the words of Tim Berners-Lee, this makes this URL [uncool](https://www.w3.org/Provider/Style/URI).

It would be better to make this redirect to somewhere appropriate.
