Spec now makes it clear that:

> A user agent SHOULD require [installed web applications](https://www.w3.org/TR/appmanifest/#dfn-installed-web-application) to be presented in [display mode](https://www.w3.org/TR/mediaqueries-4/#display-mode) be "fullscreen" as a [pre-lock condition](file:///Volumes/Data/dev/w3c/screen-orientation/index.html#dfn-pre-lock-conditions).
