[w3c/screen-orientation] Should hidden documents be allowed to change the orientation? (Issue #221)

I'm thinking we should disallow hidden documents from changing the orientation. 

I can't think of a use case whereby this should be allowed.

Together with #210 (require a gesture) that should vastly simplify when/how this API can be used.
