Yeah, I think that's reasonable. https://webidl.spec.whatwg.org/#LegacyNoInterfaceObject seems to defer to https://webidl.spec.whatwg.org/#es-interfaces for requirements, but it's only really talking about implementation requirements and not recommendations for specification editors.
