[w3c/manifest] Fix broken active-document reference (PR #1063)

This change (choose at least one, delete ones that don't apply):

* Is a "chore" (metadata, formatting, fixing warnings, etc).

Commit message:

This fixes a ReSpec error. The `[=active document=]` reference is now `[=navigatable/active document=]`.
