To clarify, what I meant is that we plan to disentangle CHIPS from First-Party Sets (FPS) from the spec perspective. This means that [the section in the CHIPS explainer](https://github.com/WICG/CHIPS#chips-and-first-party-sets) that describes integration with FPS will likely be moved into the FPS document. Browsers that support FPS may integrate with CHIPS; but the CHIPS specification will not require this.
