[w3c/ServiceWorker] compile.sh was removed (Issue #1645)

It appears compile.sh was removed in this commit:

@ylafon was there a reason for this?  Was this reviewed?

I don't know about anyone else, but I use compile.sh for local development work on the spec.  Not having it is a barrier for me to contribute to the spec.  I don't really want to maintain bikeshed in a local install.
