[w3c/push-api] Should push be a policy-controlled feature? (Issue #345)

Just wondering, would it make sense to make push be a [Permissions Policy] policy-controlled feature? Or are there enough mitigations in place to prevent third-party contexts from using the API? 

(I should check the above... I know... but maybe someone has a quick answer?)
