Re: [w3ctag/design-reviews] Web App Launch Handler (Issue #683)

Sorry about the radio silence, I was temporarily fighting fires on a different project but can now dedicate my time back on this one.

It was very out of date indeed, [updated](https://github.com/WICG/sw-launch/blob/main/README.md).

Adding fix ups and extra use case paragraphs to the overview. https://github.com/WICG/sw-launch/pull/50

Filed https://github.com/WICG/sw-launch/issues/52 to dig into this. It looks quite hairy, I'll need some assistance in understanding the differences between web apps and MiniApps when it comes to launching and window instances.

This is a heavy feedback item that I filed https://github.com/WICG/sw-launch/issues/47 to dig into, please respond to the follow up discussion in that thread.
