Re: [whatwg/dom] Declarative Shadow DOM (#831)

@rniwa from the current position expressed at WebKit/standards-positions#12, we (Salesforce) believe the current Declarative Shadow DOM is critical compared to Scoped CE Registries while the latter remains polyfillable somehow. 

This way, I'd hope we could have Declarative Shadow DOM unblocked to achievie completion first and adjusting Scoped Registries on top and with the limitations it might find along the way. 

Declarative Shadow DOM would unblock other important proposals as well.
