the fenced frame document can actually know if it's a fenced frame because of the availability of certain API namepsaces which are only non-null in a fenced frame document, e.g. [window.fence](https://github.com/WICG/turtledove/blob/main/Fenced_Frames_Ads_Reporting.md#parameters)

Yes, non-ads use cases are very much possible with fenced frames. For example, the [read-only mode](https://github.com/WICG/fenced-frame/blob/master/explainer/modes.md#read-only) describes the usage for [3rd party payment service provider(PSP)'s customized payment buttons](https://github.com/WICG/fenced-frame/issues/15).
