[w3ctag/design-reviews] Shared Element Transitions API (Issue #748)

Wotcher TAG!

I'm requesting a TAG review of Shared Element Transitions.

Shared Element Transitions is a proposal for a new web API that allows a simple set of transition animations in both Single-Page Applications (SPAs) and Multi-Page Applications (MPAs).

The inspiration for this feature are transitions similar to the ones listed in the [Material Design Principles](https://material.io/design/motion/the-motion-system.html). The intent is to support transitions similar to [Android Activity Transitions](https://developer.android.com/training/transitions/start-activity).

  - Explainer¹ (minimally containing user needs and example code): [explainer](https://github.com/WICG/shared-element-transitions/blob/main/explainer.md)

  - Tests: [WPTs](https://source.chromium.org/chromium/chromium/src/+/main:third_party/blink/web_tests/wpt_internal/). These will be merged upstream when shipping the feature.
