[w3c/IndexedDB] Bikeshed: Enable 'Assume Explicit For' and make links explicit (PR #385)

Turn on Bikeshed's 'Assume Explicit For' option and fix all the link errors

The only reader-visible changes are:
* Add a subsection header for "connection queues" (2.8.2).
* The quotes around IDL enum references are now outside the link.
* Quotes removed around one event name reference, for consistency.

No normative changes.
