[whatwg/fetch] Editorial: Update severals biblio refs to HTTP-SEMANTICS (PR #1451)

The new HTTP-SEMANTICS spec (https://www.rfc-editor.org/info/rfc9110)
obsoletes several other RFCs that are referenced from the Fetch spec.

Updated all of those refs to use HTTP-SEMANTICS.
