[w3c/gamepad] Make note of the fact that the standard gamepad layout is privacy-relevant (Issue #161)

Hi! I'm filing this issue on behalf of PING. We just had a discussion in which it came up that the standard gamepad layout is potentially useful to user agents that want to mitigate device fingerprinting by presenting *only* the standard layout to web content (ie. without any buttons that aren't part of the layout, even if present on the physical gamepad). In that conversation, we weren't certain whether the authors of the gamepad spec were thinking of the standard layout as a privacy feature, so we wanted to make sure you know that PING does see it as one and would like that noted as appropriate in future drafts.
