FWIW, the spec has an [HTML section](https://wicg.github.io/priority-hints/#html-integration) that includes references to the relevant changes to the HTML spec and a [Fetch section](https://wicg.github.io/priority-hints/#fetch-integration) with the relevant fetch spec changes. There are already issues filed with the [HTML](https://github.com/whatwg/html/issues/7150) and [Fetch](https://github.com/whatwg/fetch/issues/1319) specs as well. As far as browser implementations to pass the 2-engine threshold, Chrome will be launching whatever ends up getting a thumbs up (in case the attributes change) and Mozilla [appears to be positive](https://github.com/mozilla/standards-positions/issues/606) towards the feature.
