[w3c/uievents-key] Update UAX #15 to the latest version (Issue #59)

It would be useful to link to [UAX15](https://www.specref.org/?q=UAX15) directly (because it's in Specref), rather than adding a [custom biblio entry](https://github.com/w3c/uievents-key/blob/6742c9291c23aaa12d934e9e0177bbfaf7c1e33a/index-source.txt#L55) to avoid the need to update the date.
