We are using Pointer Capture today, but it does not allow "infinite" rotation like PointerLock does. Each time the cursor hits the left or right of the desktop the cursor must be lifted, the pointer repositioned, and pressed again to start dragging until screen edge is hit.

If Pointer Capture made movementX or movementY continue updating even if the mouse hits the edge of the desktop this could be used, but it does not currently do that in any browser.
