[w3c/clipboard-apis] Shared clipboard across devices (Issue #183)

It would bring value to have a feature similar to the apple ecoSystem's sharing clipboard across ios/macos devices. This would bring a lot of convenience to user's who want to share passwords, urls, complicated text, and perhaps even multimedia files to user's who have a chrome browser on both their mobile and desktop devices.

This feature could be cross-platform.
