Re: [whatwg/dom] Declarative Shadow DOM (#831)

I'll second @leobalter's comments. We at GitHub also deem declarative shadow DOM to be of critical need. We'd like to use shadowdom much more extensively but a barrier to us is that it depends on functioning JS. The benefits of ShadowDOM are well established but given the JS dependency they come with performance & resiliency trade offs as well as UX issues like FOUC. DSD resolves these issues.

We don't regard Scoped Element Registries with the same priority. While we have encountered areas where scoped element registries would benefit us, DSD would be far more useful.

We're confident that DSD would enable us to significantly resolve architectural issues while also greatly improving performance, but it's difficult to commit to such a change without positive signals from Apple and Mozilla.
