[w3ctag/design-reviews] MiniApp Packaging (Issue #762)

I'm requesting a TAG review of MiniApp Packaging.

A MiniApp Package is a [ZIP](https://pkware.cachefly.net/webdocs/casestudies/APPNOTE.TXT)-based container file that wraps a set of files (JS code, components, resources, configurations, styles) comprising the whole [MiniApp](https://www.w3.org/TR/mini-app-white-paper/).
