Re: [whatwg/fetch] Proposal: Expose `initiator` to JavaScript (Issue #1430)

Initiator is not a flushed out concept. The current values are there mainly for CSP because we did not have distinct destination values.

E.g., download might well end up being some kind of separate flag (or handled entirely as part of navigate more likely).

I think we'd have to sort through that first before exposing these values.
