I asked whether it would be acceptable to use a CORS-like approach and let the producer of the clipboard content specify which origins can consume it. Since the motivation for restricting read seemed to be privacy concerns I think it would be OK to the let the producer of the clipboard content declare its OK for sharing. @wshieh is going to give that further consideration and can share more thoughts at a future meeting or in this issue.
