[w3c/ServiceWorker] TPAC F2F: CSRF issues (#1604)

There are some outstanding CSRF related issues associated with service workers.  It would be useful to have a TPAC session to discuss these and try to come to some consensus on what to do.

I proposed a TPAC session here:

I arbitrarily picked a 2pm or 3pm UTC time slot with days restricted to Mon to Thu.  If anyone has a strong opinion on going with a different time please say so here and we can adjust the proposal.
